Talent changes by tree

Assassination

  • Mutilate becomes the spec's major attack.
  • Venom capstone increases poison damage by 30%.
  • Cold Blood moves earlier in the tree.

Combat

  • Restless Blades reduces the cooldowns of major abilities when you spend a finishing move.

Subtlety

  • Thousand Cuts capstone: Rupture ticks reduce the Energy cost of Hemorrhage and Backstab.
  • Cutthroat activates Ambush from Backstab without requiring Stealth.
  • Premeditation moves earlier in the tree.

Two of Rogue's changes are not abilities at all. They are resource rules, and they matter more than anything in the trees.

Smooth energy is the biggest change

Classic Energy arrives in lumps: a tick every two seconds. That one mechanic shapes everything a Rogue does. You pool toward a tick, you waste energy by spending just before one lands, and a large part of high-level play is counting ticks the interface never shows you.

Continuous regeneration deletes all of that. It makes the class dramatically more readable for new players and removes an optimisation that rewarded addons more than skill. Purists will argue it removes texture, and they are not wrong — both things are true at once.

Combo points persisting on their target

In Classic, combo points live on you and apply to whatever you are hitting, so switching targets throws them away. Making them persist on the original target means a Rogue can swap off to kick a caster, then swap back and still finish.

In dungeons and raids this removes a constant low-grade tax on doing your job. In PvP it is a substantial buff to swapping pressure between targets.

Axes, and why that is not cosmetic

Rogues equipping one-handed axes sounds like a footnote. It is not. In vanilla, Rogue weapon options were daggers, swords, fist weapons and maces — and several tiers had best-in-slot axes that a Rogue simply could not use.

Adding axes widens the loot pool and cuts down the number of raid drops that are dead to half the melee group.

Mutilate, twenty years early

Mutilate arriving as an Assassination talent is the clearest case of Forever pulling an ability forward from a later expansion. Paired with Venom adding 30% poison damage as a capstone, Assassination finally gets an identity of its own. In Classic it was a support tree you dipped into for Improved Poisons and Cold Blood before spending the rest of your points in Combat.
