Priest's Forever changes are aimed squarely at two of vanilla's most-complained-about design decisions: race-locked abilities, and Discipline being a support tree rather than a healing spec.
Race-locked abilities are going away
Fear Ward was a Dwarf racial ability in Classic. That single fact distorted raid composition for years: Alliance guilds wanted Dwarf Priests for Fear Ward, Horde had no equivalent, and Priests who wanted to play a different race paid for it in raid utility.
Devouring Plague was the mirror image — an Undead Priest racial, making Shadow Priest damage noticeably better on one race than any other.
Forever makes both available to every Priest. This is the clearest example in the class notes of Forever removing a "wrong choice at character creation" trap rather than preserving it for authenticity.
Gnomes can also roll Priest for the first time.
Discipline becomes a healing spec
Penance as a 21-point talent is the pivot. Classic Discipline was a tree you spent 20-ish points in for Meditation, Inner Focus and Improved Power Word: Shield before finishing in Holy. It had no signature spell.
Penance gives it one, and the direction-agnostic design — aim it at an ally to heal, at an enemy to damage — pairs with the new Smite and Holy Fire damage talents to make "healing by doing damage" an actual playstyle rather than a theorycrafting curiosity.
Renewed Hope reducing Weakened Soul duration is the practical enabler. Shield spam in Classic is throttled entirely by that debuff.
Holy and Shadow
Holy gains Prayer of Mending and Binding Heal, both pulled forward from later expansions, plus a Spirit of Redemption that lasts 15 seconds rather than the Classic duration — long enough to actually matter when you die mid-fight.
Shadow's headline is the Devouring Plague talent spreading the disease to nearby enemies when its target dies. That is a genuine AoE niche for a spec that had none, and it makes Shadow Priests meaningfully better in dungeon trash than they have ever been in vanilla.
