Content roadmap
Launch on 4 November, first raid unlock on 9 December, then raids, dungeons, PvP updates, world content, Hardcore and a revamped iconic raid - in that order, without dates.
Blizzard has published a phase order for Forever rather than a dated schedule. Only two dates are fixed.

The five-week gap between launch and the first raid unlock is the clearest signal about pacing. It suggests Blizzard expects a meaningful portion of the population to still be levelling in early December, which is consistent with a game whose design argument is that the 1–60 journey is the content.
Announced, undated
Blizzard listed these as future phases without attaching dates:
- Additional raids and dungeons
- PvP updates
- World content
- Quest expansions
- Hardcore mode
- A revamped iconic raid
Reading the list
Hardcore mode is the notable absence from launch. It is listed as a ruleset but explicitly "coming at a later time". Anyone planning a permadeath run should not expect it on 4 November.
A revamped iconic raid is the most interesting entry and the least specific. "Iconic" in a vanilla context means Molten Core, Blackwing Lair, Onyxia's Lair, Zul'Gurub, Ahn'Qiraj or Naxxramas. A revamp rather than a re-release fits Forever's pattern of rebuilding rather than re-running.
Quest expansions as an ongoing phase is worth noting on its own. It means the 1,000 launch quests are a starting point, not a total — the level cap staying at 60 only works if content keeps arriving within that range.
What this does not tell us
There is no announced cadence — no "content every N weeks" commitment — and no indication whether phases are date-driven or readiness-driven. For an "evergreen" version whose whole pitch is that it keeps growing, that is the most important outstanding question.
