Paladin gets the largest structural change of any class in Forever, because Judgement no longer consumes your seal. That single line rewrites how the class is played.
Judgement not consuming seals is the headline
In Classic, Judgement consumed the active seal. Everything about Paladin rotations — the infamous seal twisting, the constant re-application, the mana drain — followed from that one rule. Removing it means a Paladin can Judge on cooldown while keeping a seal running, which turns a fiddly optimisation puzzle into an actual rotation.
Twist of Light then makes seal twisting an explicit capstone choice rather than a hidden technique that separated good Retribution Paladins from everyone else. That is the right way round: make the skill expression something you opt into, not a tax on everyone who wants to compete.
Protection becomes a real tank spec
Classic Protection Paladin was an AoE-threat curiosity held together by Consecration and Righteous Fury. Forever gives it an actual kit.
Seal of Fury is a purpose-built tanking seal — Holy damage plus an absorb, and a taunt when judged. Templar's Bulwark is an absorb worth your entire health pool for 8 seconds, which is a genuine major cooldown rather than a bubble that drops threat.
The mana problem is attacked from three directions at once: Shield Specialization returns mana on block, Seal of Fury returns mana when its shield breaks, and Consecration no longer costs talent points to access.
Holy gets its burst heal earlier
Holy Shock moving to the 21-point slot means Holy Paladins reach their only instant heal far sooner, which matters enormously while levelling and in early dungeons.
Voice of Truth is the one to watch. A silence that also grants 6 seconds of interrupt immunity is a strong PvP tool by vanilla standards, and unusual enough that it may not survive testing in its current form.
